sounds like school home work, right?

Anyways, in a nut shell. Media and publicity in general play different roles in different countries. In Pakistan like most developing nations, the media is usually controlled by the government and helps guide the people towards the government policies. Media helps calm down the people during a crisis and helps the government swiftly implement their policies etc.

In developed nations, the media is not controlled by the government. Still can be influenced by the government and politicians but at least now owned and operated. Media is the voice of the street, helps shape public opinion. Like the Iraq war in U.S, media has helped push the republicans out, democrats in and a new policy is being implemented.
