Mice and keyboards have been released for several consoles over the years. Here's a few:
This mouse was for the SNES: http://www.emulationgalaxy.co.yu/images/systems/SNES_Mouse.jpg
It came with Mario Paint.
This is a keyboard/controller for the Playstation 2.

It's intent was to allow people to type chat messages in online games.
However, they tend not to catch on because of how specialized they are, how few console gaming applications support them, or simply because people don't associate keyboard and mice with consoles (in fact, some people would be opposed to the idea, saying that it crosses the line between game console and PC.)
For most people, the traditional controller is what epitomizes the game console, although Nintendo has had successes bringing in new methods of control (not involving mice or keyboards) with the DS's touchscreen and the Wii's motion-sensing remote.
Another relatively popular alternate controller is used by DDR (Dance Dance Revolution) players, involving a large mat with buttons that is placed on the floor, and is danced upon to play said game.

General wisdom is this:
People playing a game console in a living room do not have a hard-surface in front of them to use a mouse on.
The Wii has solved this problem by using a sort of "air mouse" pointer system. Other game consoles have tried tackballs to fix this issue, but they never really caught on.
There are keyboards available for PS2 and PS3, but since not everyone has there, there is little economic incentive for most games to use them extensively, although most PS2/PS3 games allow you to use a keyboard to enter data more quickly.
