Taiwanese consumer law states that any complain with a merchandise, the customer can return it within 7 days. No question asked.
Most Taiwanese consumers understand that it's a part of the culture there to purchase at one's own risk. So, people generally do not take advantage of this law. Nonetheless, you can try.
However, if it's about bad service, then "when in Rome do as the Romans do". It a draw of luck whether you get good service or not.

Strnge... in 6 years, nobody has ever even tried to cheat me. The closest were the traditional markets which, when I asked for 2 of something tried to give me 4. But the prices were always reasonable.
You didn't tell us what your complaint is. Did you get a receipt?
