The federal law states that it does not know how to categorize the mini horses. They don't know whether to call them an exotic pet, a companion animal or livestock.
I have minature horses and they come into my house. I have them potty trained. I live in a city where my lot size is too small to have livestock. Because I consider them my pets, I follow the same guidelines and rules that pertain to dogs. If I were to try to start a mini farm, I don't think they would go for it.

Well it will probably depend on how many, you can probably only have 1 with you. They are now recently being trained as seeing-eye-ponies, so some laws have probably been lifted as to where they can go. You will have to treat him much like a dog, clean up after, make sure it doesn't bite, keep shot records and make sure all shots are up to date. Be sure you have a good sized back yard, or at least take it for very long walks every day because horses, unlike dogs, were evoloved for constant movement, and they can get arthritis in their joints and become stiff and 'older' faster if they are kept locked up. what near the city thats not very nice for the horse although there are alot of people that may keep their horse in the city in tiny stable s which i think is a bit mean not saying thats what u r going to do

as in keeping them as pets? no not unless you have a certain amount of acres but if you are with some organization it might be alloweed but you could always check with the city council or the home owners association.

actualy i belive they are. miniature ponies are used as eye sight animals and just for pets. as long as you have equipment to groom, clean, feed and tack care of the animal im shure you are alowed. but just incase look in the law book
