Racists are people who target people because of their race for ill intent (like violence or slander).
Helping only black people is not racist, it's a good intention with limitations. Almost every philanthropist does the same thing, they choose an interest and support it to the exclusion of others, though not always based on race or ethnicity.
Many college scholarships also have exclusivity written into their requirements. That doesn't make them discriminitory agaisnt people with GPA's lower than 3.0 or students who don't pursue journalism or students who didn't join a fraternity.

She is a private citizen and she can do what ever she wants with her private money. No it is not racist.
Since you are in SA you would have to happen to know apartheid just barely ended.
It would be moronic of anyone to think if a people suppressed into roles of servitude by the minority for so many years is on equal ground with the said minority. The other mentioned races on your list were not subjugated to such demoralizing, limiting, abusive, life threatening policies as the persons Oprah chooses to help.
That said. The word racism is being over used and misused. As in this case.
I can't believe she is being criticized for helping people. How many rich persons out there are living their bling-bling life without the a second to consider helping others?
Look at what colonialism has done to the majority of Africa. It stripped it completely.
So what, Oprah was not waiting for the SA government to offer 40 acres and a mule and renig on it.

It's for poor minorities/blacks in the region. Is NAACP racist organization? Would you consider someone racist because they helped group of poor people who are white as well? This is one of many Oprah's charities. Did all of Oprah's donations in the US and broad go to blacks only? To look at one example of charity and accuse someone of being racist is pretty far fetched idea. Apartheid had many negative consequences for minorities, blacks. That's why this school is built and not to kick dirt at white people's faces.

Oprah is about the richest woman in the world. I can assume that means she can do exactly as she wishes with her money. Personally, I think she is doing a very good thing to see to the education of these girls in a very very poverty stricken area. If she wants to go down the street throwing her money out the dam window, so be it. Not saying that is what she is doing.... just making a point.

It is her money and if she wishes to donate to a particular school, so be it. The white population in South Africa were well looked after there for decades, very much at the expense of the black population.
Almost all white South Africans (defintely some very nice exceptions) I have met have been racists and ultimately anti-black. You sound much the same.

In answer to your question ... No, what Oprah chooses to do with her own money does not make her a racist. She has chosen to fund an exclusive school for black girls ... just as she has given of her own money - for decades - to other causes that included White, Black, Asian, and Spanish - as well as other - races. When she gave away cars to all colors and races on her show, she was not accused of being a racist ... when she set up her Angel Network, no one (at least that I am aware of) accused her of being a racist. Regardless of where the money comes from, there is no argument that people - no matter who they are - need help. I respect Oprah for being the one to reach out and help those who she chooses to help. I have no doubt that if anyone who needed help appealed to her, she would do her best to help them.
Oprah does not make the rules ... she just attempts to make life easier for those caught up in them ...
And whatever she does with her money ... it is her money ...it's not our money. It's only right that she should decide where it goes.

She surely appeared to have hatred of white people in her voice and facial expression. Because there are poor white and Asian families in South Africa and they are excluded from consideration to go to her school, I feel that she is being racist. Dr. King said all should be judged not on the color of one's skin but on the content of one's character. Oprah claim to revere him but her actions are totally opposite from his message.
