No, Google adwords is not free. But you can submit your website absolutely free in google’s directory. If your site is optimized well & you have good link popularity you will get higher ranking in Google automatically. Most of the well known search engine offer free submission service.
In my opinion instead of spending money in Google or Yahoo you just make your site search engine friendly so that you can get a static result. You can also consult with some SEO (search engine optimizer) to get the desired result.
