You are just smaller breastd than some women.
It's okay ... more than a mouthful is a waste .. to quote many a man! LOL
I was the same .... but by the time I had given birth a few times, I was in between a B and C cup .... and now, nearing 50, am a C cup .... it seems as you get older, some parts of the body continue to grow....
and believe me ... being smaller has advantages!

Well sweety your fat is all in your belly or your legs. Now you dont want that do you? Girls with small breast (myself included) need to keep a slender top and slender bottom. Check out my website it has helpful tips for loosing love handles and weight in general
