It will not change the pink color and the outside skin will stay different at the scar. Other dudes have had years if cut at birth you just got cut depending on where the doctor cut if it was in the middle you will have a two toned penis for the rest of your life unfortunateally What it is the inside of the foreskin is fused to the outside skin which are 2 different colors. curtdude

No, you cant get the skin colour changed the way you want it, as the color is due to natural skin pigmentation.
Why do you want to change the color? Is it for cosmetic purposes as desired by your partner? Black is certainly beautiful and keep it that way.
If you are a black person, this would be your natural color all over your body and so there would be no problem the way you are. If you do get the desired color on one part of your body, it would look very odd.

U cant change it for long term u can just dip it in a ink and let it dry up though before you touch it otherwise it gets splatter everywhere and makes a penile stamp which can make anger amongst people who have to see it and then wash quickly with bleaches and stuff.

Darker color comes from natural pigmentation or friction. Friction could be from clothing or from skin-to-skin contact (wrinkles, folds, etc.) Gentle daily exfoliation may do the trick (Apricot scrub or something along those lines).
