I don't know about permanent colonies there because of the very low gravity, however the moon would be a very ideal place for a maximum security prison that could double as a work colony for inmates, any unruly prisoners could be ejected out an air lock rather than spending money for lethal injection, or wasting electricity for the electric chair after all where would the inmates run to if they did escape.

That will be a problem. We are used to an atmosphere and gravity that are totlly different from those obtaining on the surface of the moon.The speed of rotaion woud be altering the reckoning of day and night that we are used to. We must be always in the space suit and the conditon of the atmosphere is totally different form those obtaining .on this planet. The surface of the plate being baren and waterless , we will have to adjust ourselves to the climate, gravity and atmospher of the planet moon. So it would not be possible for any power to colonize on the moon.

As the technology is advancing we may expect that in few more decades some of us or our next generations will be there in moon.
The requirements are Water, Air, Gravitational pull etc. So if it is possible to have them there in some means or the other then we can.
In other way, if we can survive without these then also we can.
