I would model it off of the US constitution, though I would change the appointment of electoral votes to be distributed by congressional district. The system is a good one in theory, and I like it. The apportionment of electoral votes would be that you get one per congressional district that you win, and the person who winds the popular vote in that state would get the two votes from the senate.
I would also guarantee freedom for discrimination in any forms, race, gender and sexual orientation. I would also make sure that it contained as strong judiciary, and the control of the armed forces would go to the congress, though the congress could vote to transfer that authority to the president in cases of national emergency for a maximum of one year.
I would also authorize recall votes for the president.
Impeachment would be limited to cases where nay laws used in the case must undergo review by the supreme court, fixed at 11 members, which would have to approve the law as constitutional by a 2 vote majority. 4-7 minimum.
Impeachment cases would be restricted as well in what qualifies as a High crime or misdemeanor. The offense to be used as a charge against the president must relate to the workings of government, and testimony must be limited to affairs of state. (not lying about a BJ.)

I would use Americas constitution and add the letter written be George Pickney and signed by Washington, Franklin. Gwinnett, and Jefferson, that said to never let Jews immigrate to America , as they knew what they would do as they had been kicked out of England for developing a state within the state and gaining power over them thru finances and political influence, and within 200 years your children will be working in the fields for them while they sit in their offices and gleefully count their money, well , my friend it has happened right on schedule, even after these warnings, this letter never made it to the floor to be voted on and I have not been able to find out what happened as to why , but you can get a copy from the George Washington institute,

1. the right of the individual to own a firearm and defend life, limb
or property.
2. the right to free speech as long as they dont cuase a riot
3. freedom of religous expression and worship WHEREEVER and WHENEVER you want as long as it doesnt interfere with your work
or school studies.(READ: pray and read during lunch time dude..)

from self-incrimination and a right to a lawyer for your defense
and reasonable bail.

treat you like crap your whole life, and you need to ignore it.
9. there will be no welfare services of any kind other then
charity of your neighbors, unemployment services are only
good for 6 months and you may only use this 3 times in
your life.
10. these rights only extend to legal citizens of the country and
not to any other poeples.
OTHER:
passing of laws shall require 3/4 of everyone voting to pass
and cannot contradict any of the above or in EFFECT
contradict any of the above. legislatures can no longer pass
laws they can only design them the public must vote on
everything. every law passed must be a single issue only.
people shall only be subject to a national sales tax as the only
form of tax of NO MORE than 14% and a state sales tax of 3%.
both the nation and the state must run on that for thier budgets.
the total would be 17% MAX forever.
a citizen is some one born in the nation to parents that were born
here legally or someone whom goes thru a LEGAL process to become
a citizen of the nation of which the proccess shall take NO LESS
then 3 years.
declarations of war or conflicts must pass a public vote except for
cases of invasion when war is declared automatically on the invader.
ALL crimes except murder have a statute of limitaions from 3-7
years (decided by ea. state) from the TIME the said crime took place.

A provision by which it would take a 2/3 majority of the congress to make a law, but only a 1/3 minority to repeal a law.
If you cannot get signifigantly more than 2 out of 3 people to agree that a law is necessary, It is a lousy law and shouldn't be imposed upon the remaining dissenters.

1) Judicial branch can not enact law from the bench through their personal activism. No reinterpretation of the Constitution, it isn't their job.
2) No programs what so ever based on race, unless it is in regards to crime. All crimes are hate crimes.
