From a kid shrieking? Kids scream, yell, cry, whine, and shriek on a daily basis .... well, most of them. No, that's nowhere near enough to want to call in child protective services.
Number one, when you call in those agencies, they are damn hard to get rid of, even if the person is completely innocent. Constant check backs are required for every call, putting undue stress on a family that may be doing nothing wrong.
Secondly, you're taking valuable time away from an agency that requires that time to help people who ARE in need.
Be sure and have actual valid claims before you take drastic steps that can ruin families .. unless you'd like someone to call on you the next time your child shrieks.

Do you have kids of your own? I have two and they make tons of noise. They shriek for all sorts of reasons, joy, anger, refusing to take a bath, because their favorite show is on, because their sister ate the last popsicle, because I bought toilet paper without little roses stamped on it...basically, my kids scream bloody murder whenever they're unhappy, and even sometimes when they are. I'm lucky that my neighbors haven't called anyone about me...but I babysit for half the kids in the complex and tutor the other half, so all of the parents know me and know how high strung my children (especially my four year old) are.
So should you call? Do the kids look dirty? Do you always see them in the same clothes? Do they have bruises? Are they left unsupervised all the time? Have they said anything to you that makes you think they're being abused? Those are some of the questions CPS asks. I think if you just call and say that your neighbor's kids are screaming through the walls, CPS will think you are retaliating against your neighbors for the constant noise.

Well, kids screaming doesn't mean anything. You need more information. Why don't you get to know your neighbor a little before jumping to conclusions. Bring over a plate of cookies or something, talk to your neighbor, get to know them and their kids. This will give you a better idea of what is going on in the house. Kids yell, doesn't mean they are in pain.
At the same point, if after getting to know them, etc. You think there could be abuse going on then you have an obligation to call. When you read about these people who lock their children up in closed (or a kennel recently on the news) and starve them you wonder how could someone not have called?
Who knows you might make friends with your neighbor. Maybe she is overwhelmed and just needs a helping hand? Or it could be her kids are just being kids.

You could call the police and report a noise complaint, sounds silly but they would atleast call and see why the yelling. Also try to watch the kids and see if you can see a bruise or anything to lead you to think they are being abused.
Calling child protective services is a very serious thing and if there is no abuse happening, you could really damage a family by having CPS check up on them.. parents thinking they did something wrong, trying to supress their happy, screaming children, thinking you are crazy, etc.
Just tell the cops that your neighbors are keeping you up at night cause their kids are screaming. The cops will handle it from there.

They can but unless YOUR mother has a problem with it there really in no that much they can do. Do you drive or are you taking a plane or bus, Kids, (since you are under 18 by law you still are one, Sorry) travel out of state all the time by themself. So you leaving with your mothers permission by law if perfectly OK.. Just make sure you have a cell phone on you and a picture ID of yourself and a birth certificate for the baby. Just to be careful you never know if you are going to need it. Have fun

please look into this!!! make your presance know to them let the child know your a "go to person"... if you notice any bruises or scars or the kid is quite or shy or looks afraid of their parents then take immediate action!!
Nervous around adults or afraid of certain adults
Reluctant to go home (coming to school early or staying late, for example)
Very passive and withdrawn — or aggressive and disruptive
Tired a lot or complaining of nightmares or not sleeping well
Fearful and anxious
Abused children may also show sudden changes in behavior or school performance.
Unexplained turns, bruises, black eyes and other injuries
Apparent fear of a parent or caretaker
Faded bruises of healing injuries after missing school.

You need to find out for sure if a child is really in danger. My kids scream bloody-murder sometimes, but nothing is going on.

I wouldn't jump to conclusions. I'd keep an eye out, but there are differences between shreiking with laughter and shreiking in pain.
