Does anyone know the meaning of the phrase "the fix is in"?

It means that the game or contest has been rigged. Someone has cheated in such a way that they can't lose.
For example: The 2000 presidential election. Once Jeb Bush got involved, the fix was in!!

It refers to horseracing and it basically means that a supposedly competitive event has been 'fixed' in advance so that there is only one possible outcome.
