The character description is usually both looks and manner. The killer had menancing eyes. This gives an insight into his look without actually saying what colour they are. Also the looks can differ from person to person depending on how they interpret the book. Not all characters are given such detail to looks more a feeling. eg brooding eyes (could be blue/brown/grey) broad shoulders (but be 3 feet tall) or she was very shrewd in her business plans (could have weasel like features) Most questions are looking beyond phyiscal looks and want you to tie certain things in. If for eg you look at the character Robert Langdon in the Da Vinci Code Tom Hanks was not what i had imagined. I imagine when reading the book a character more like Matt Damon as the character was only in his forties but was extremely fit and enjoyed swimming TomHanks wasn't fit enough for me in the role. However the character who protrayed Silas (Paul Bettany) was how i imagined him. That said the book was better than the moive but i still enjoyed it
good luck

Both would probably help you, especially if the character has some kind of important physical trait that effects his/her interaction with others, the character's development, or the story.
But depending on the story, usually the most important aspects of a character are their personality, their history, their goals, how they interact with the other characters, how they view themselves, how they develop over the course of the story, etc.
