I think you should bind a busy spot and be there every day. If you want more spost hire other people and post them there to see if those spots are better. You can go to local churches and ask if flowers were left behind at funerals and such. It sounds terrible but many flowers are left behind and wasted.

Make sure you do this in a good neighborhood. Selling stuff on the street can be dangerous.

I think you need a permit to do so. Depending on the area, you might not get in trouble, but watch out.

why?? i know it bugs me when they come knockin on my window tryin to sale them .. u should be scared if u knock on the wrong window and get killed or shot!! but good luck to u
