They are both good choices. If you reside or plan to reside in a center that is highly industrialized and you have a PASSION for science and the work involved with chemical engineering, go for the gusto and throw yourself into it. While you are studying chemistry, take a minor in business ethics and jurisprudence. If your passion is the law, go with it. Follow not only what you love, but more, the passion you feel for what you love. We labour roughly one third of our lives. We should be excited about what we do. It isn't what we do in life. It is how we feel about what we do that dictates whether or not we are happy people.

If you are in the States, then most colleges offer you the opportunity to double major.
If you are in Britain, you can study both at your University and you could probably use your degree in either field; assuming of course, you are willing to go through any additional certification processes.

major in one and minor in the other! you can do both and then see how it goes. you can go on to a masters degree after your bachelors and then get more focused on the one you found you liked the best.
