Yes, in a real game you can and sometimes you should! (Going to the bathroom doesn't count.) If you want to claim a draw you can stop the clock and call the arbiter. It might not be a bad idea either if the opponent ran out of time. (To claim the match.) However, if the arbiter rejects your claim you may receive a time penalty. (Or your opponent might get 2 mins extra.)
