for example,,,you are walking with your friend and hear someone talking about something,,,and then you don't get it but your friend get it , and your friend ask you if you get it,,,you say no,,,,and your friend say they are talking about a girl on the bus,,,

in this case, a girl on the bus means a girl who WAS on the bus?? cuz you are not on the bus now

It means they were talking about no one in particular. It is a space-defined idiomati phrase just like "as American as apple pie" or to write some man a "dear John letter" which means divorce or dump. An not sure where it came from but have heard it used many a times.
