A simple definition is a basic substance will yield hydroxide ions in solution (OH-, according to Arrhenius) causing the pH of the solution to rise towards 14. Bronsted-Lowry and Lewis had different definition of bases.

Common example of a strong base would be sodium hydroxide (NaOH) known as lye. KOH is a stronger hydroxide compound.
