Celine Dion DEFINATELY!!!!
She has a more smooth voice when she sings!
PLUS she's a more expirienced singer!!!

Boy that's a tough one...I love them both as singers (as human beings unfortunately it's a different story in Whitney's case). I would actually call it a tie--I can't decide! (lol!)
