I use and would recommend
http://www.montecarlohosting.net/
They don't give you as much space and bandwidth for what you pay, but I'll be damned if they don't give the best support out there. There servers are also much more stable and fast then other's I have gone though. I have been with them 6 or 7 months now I believe. Longer then most of my other stays, i have been with godaddy and rebel networks, eastend hosting, and a few others that i cant remember, and so far it's the best.
If you end up choosing them, you can tell the person that the account that hosts xtechforum.com recommended you. i think you get a free month for recommending someone or something like that, maybe half off your next month, i can't remember. It's not a big deal if you do or don't, since it's not like im paying a ton per month anyways, but it would be nice :]
and for registering domains, i have always have good luck with godaddy, but i can't stand there hosting.
EDIT: DONT USE SIMPLE SOLUTIONS! He posting a afillation link, and probably is saying its great, so you use it, sign up and he gets credit for it and get paid.

Depends on what you are looking for..
If you are looking for an all-in-one solution with an online site builder, you could try godaddy.com or Viux.com..I have used both and like them both very much.
There are lots to choose form but cost is always an area of concern....godaddy has packages starting at 3.99/month and viux around 6.49/month.
Not sure if you are looking to host a small site for yourself or a business site...if it is a business site, I would recommend HostMySite.com as they have a pretty decent technical staff and I used to use them for some Linux hosting a couple years ago....they are very quick to respond to problems as is Viux and goDaddy.
Thats my 2 cents anyway...
Hope this helps.

If you intend to create more than 1 website, go for multiple web hosting where you could handle your websites in one account.
Following webhosting site is quite good.
Hostmonster http://snipurl.com/1512d
They offer hosting of "unlimited domains" and you will get massive webspace of 200000 MB (200 GB ). They only charge $4.95/month and they also offer "a free Domain Name" and installing service called "Fantastico". By using Fantastico, you may create own forum, photo gallery, shopping cart (e-commerce),your own auction site and your own blogs within few seconds. They also offer "Free Website Builder" as well.
Visit the site to check details.

depending on your budget and needs then you could host a site yourself to start with to see if your site is going to be popular. if it is then you move the site to a paid host.
so i'd say get netserversuite free from www.softpedia.com.
get your domain name from www.dyndns.com you can get a normal domain name and or a free dynamic domain name.
now all you need is website design tools if you do not already have a design program you could try www.pagebreeze.com free design program for non comercial design. and onlyu a one time fee of $30 approx (i think) to use the program comercaily.
as for hosting you could host permently and offer hosting by buying a dedicated server with ups and a dedicated corporate broadband monthly from £500 in the UK, if you build your server correctly then you are looking at somewhere in the region of resale to your clients of £3 or less per gigabyte per month depending on the specifiaction of your systems and the overheads in your location.
good luck, but it all depends on what your website/page is going to do and how popular your site is as to what level of service you will need and what space you will need to rent from the host company.

That webpage lists the top web hosting companies. I'd probably go with Startlogic or Bluehost.

I have been happy with Acenet. Their rates are reasonable, they have a good selection of tools and features, and their customer support is helpful. You get 5 gigs of storage space, 100 gigs of bandwidth per month, and the price is anywhere from 8.95 a month to only 3.95 a month depending on how many months you commit to. Their website is http://ace-host.net/
