Carnegie-Mellon is more prestigious in just about every way and is also a bit warmer too as it's in PA. Since it's also a bigger city (and closer to Philly and NYC and DC), your potential for developing job prospects is much better at Carnegie.

Carnegie Mellon

You are comparing apples and oranges here (yes -- there is a pun in there). Syracuse is a very good university -- but Carnegie Mellon is a great university. Unless you are in the liberal arts, why would you ever consider SU over CMU?

Besides -- if you go to CMU, you won't have to wear orange, and you will find something more to do than drink weak beer and watch basketball.

Hard choice. I would say Carnegie Mellon. Congratulations on being accepted to them both.

Carnegie because Pittsburgh is a much cooler town than Syracuse.

For me it's all about the weather. I've been to Syracuse and got stuck in 60 inches of snow in March (that was many years ago). I've been to Pittsburgh many times and found it to have miserable weather consistiently.

Both are great schools for the resume, but if it were me I'd look at something further south.

The Heinz School of Public Policy at CMU is the better institution (professional/academic reputation, quality of faculty, average student SATs, etc) but a full scholarship from a well-known university is hard to pass up. Since you've framed the decision entirely in financial terms, see what each school's degree is expected to put in your pocket. Check out min-max-average salaries for recent graduates, where you expect to be in that continuum with your anticipated career, and compare the costs with the expected benefits.

Both are awesome schools with great teaching staff and an excellent research rep but it really does depend on your major. Do a bit of research as your choice will be dependent on what you will be doing? and maybe which gives you your best value for money

It depends on what type of degree?
