Some department stores don't require one to have a make-up artist license. But you would need to go to beauty school and go through the cosmetician or esthetician education if your state requires that; otherwise, you go for the cosmetology education. Cosmetician/Esthetician license takes roughly 6 months to go through if you are full-time student and it takes almost a year to go through the Cosmetology license if a full-time student.

M.A.C. cosmetics has their own school in New York City so check it out.
As for being a makeup artist in the industry, you need to hook up with someone who is already established at an agency and who's been around several years. Usually, how it works is that if you're already enrolled in an accredited program (Aveda has one for skin and hair) these people you just run into in the industry without trying too hard.
You have to become a makeup assistant for a few years with very little to no pay (the industry standard is about $75.00 to start for the whole day) and if you've proven yourself, photographers and agencies take notice the more projects you work on. Befriend the photographer- that is the person whose *** you want to kiss. Other people to kiss *** are stylists and other makeup artists.
On every job you take on, ask if you can get 'tear-sheets' to build up your portfolio. Don't take your own cheesy camera-phone pics as this is considered garbage. Good pics need terrific studio-quality lighting and a terrific model as the subject. I've been doing makeup for years so this is what I know.
Also make friends with web designers (they're all over the place in the city) and have them build you a simple site to showcase only your best work. You have to have a webpage at some point or else you're dead in the water. In this industry, It's all word-of-mouth and the rest is history.

My boyfriend's sister works at MAC in a department store and my aunt use to work for Este Lauder at Macy's and my aunt didn't go to school for it.. it was by chance. But I think my boyfriend's sister went to school? Not sure. But I know some one who did go to a cosmotology school. A lot of community colleges offer cosmotology classes and allow you to get your lisence or whatever that is you need to become an official cosmotolegist *spelling*.
But I have a friend who went to a school to become a make up artist. It's kind of hard to be in this industry 'cause it's so competitive but you do get a lot of money. There's several schools in California that are mainly for make up and hair artists.. you can search the web for them or whatever. Sorry, I have no sources but yeah.. :]
