As sad as it is, I was only 15 when I got my first kiss (hmm maybe 14). I was worried too about the perfect timing, when, where, how, etc. But, the best kisses are those that just happen. You don't plan them, you don't wait for it, you don't decide "this was a good date, I'm gonna kiss them". When the moment is right..you will know when to. It can be anywhere, anytime. But..the best (esp first kisses) happen when you least expect them.
My first kiss was in a movie theatre (cheesie I know) but i was watching the movie and he got my attention by grabbing me hand and I turned and it happened. The moment is so fuzzy..i couldn't rem what it felt like or anything, but..for my first kiss..so unexpected, it was good. You don't have to worry about planning it. Neither does he. Just let the moments flow, enjoy the time you spend with your/her boyfriend, etc. Let fate do the rest.

Oh dear. She is too young. Your sister should keep the boyfriend as a friend. She may keep many of them. But just for friendship. Let her grow around with them but should not open it to serious business. When she is old enough to know what love is, then she can go ahead to make a favourable decision as to whose love she would wish to grow and flourish. Love is natural. When she is old enough, say after college, the question of kissing does not arise. So dear just wait for your time. It will definitely come. Its not very far from where you are. For now get down into your studies. Leave love to your caring parents. They know best what real love is. If you doubt me, sweetie, ask them.
