There is no uniform definition for part-time. If it's not full-time (40 hours), then it's part-time.
Many companies will have reduced benefits for part-time work. Less than 20 hours means no benefits, while 30 hours means you pay more for insurance and receive less vacation time. That varies from state to state.

there are too many factors you have no included. I actually did do that. I make a lot more per hour now doing what I love & so does my husband. A person has t know what their set bills are & what they don't want to live without.They would have more time so some of those things probably won't be necessary. Less stress saves money. So this is not a black & white answer but once the details are brought up it should be easy to figure out.

It depends on the company.
When I worked for Wal-Mart I requested 15 hours per week as a part time employee.
They told me 38 hours was part-time. I ended up quitting.
