Because everyone is scared of being rejected or of a relationship failing so sometimes it's easier to just not take the risk than to take the risk and maybe get hurt. Plus you could have surprised them, they may not have expected you to ask them out and you caught them off guard. More likely is that they like you but wasn't prepared and it was safer to say no than to say yes.

That's a good question. There are many several answers.
1. There could be a jealousy factor involved.
2. A significant other to this person that perhaps did not care for you, so this person followed their significant other's attitude unwillingly.
3. Peer pressure.
4. It is possible that this person was very unhappy with themself when you entered their life and it was nothing personal nor were their intentions to offend you.

Good question to ask the person. Maybe the person believed you to be someone to reject, and later realized you were not the person you were perceived to be. Or maybe you're dealing with a borderline personality that fluctuates between acceptance and rejection. Maybe it's not a big deal and maybe it's pathological, but either way it is a curious situation.

Several reasons. Maybe they were shy or maybe they were in a relationship already.
