My Answer is d x = -13 with working as below
5(x+3)+9 = 3(x-2)+4 Do the Multiplication in the bracket first
5x+15+9= 3x-6+4 Do the Addtion/Subtraction of the number
5x+24=3x-2 Bring 3x over to the left and 24 over to the right
5x-3x=-2-24
2x=-26 Bring 2 over to the right
x=-26/2
x=-13
If you submit x=-13 into the original equation
5(x+3)+9=3(x-2)+4
5(-13+3)+9=3(-13-2)+4
-65+15+9=-39-6+4
-41=-41
And if you want to further confirmation, substitue the rest of the choice into x, you will realised the answer do not match e.g. If we use a x=13
5(x+3)+9=3(x-2)+4
5(13+3)+9=3(13-2)+4
65+15+9=39-6+4
89=37 (do not equal on both side)

Simplifying
5(x + 3) + 9 = 3(x + -2) + 4
Reorder the terms:
5(3 + x) + 9 = 3(x + -2) + 4
(3 * 5 + x * 5) + 9 = 3(x + -2) + 4
(15 + 5x) + 9 = 3(x + -2) + 4
Reorder the terms:
15 + 9 + 5x = 3(x + -2) + 4
Combine like terms: 15 + 9 = 24
24 + 5x = 3(x + -2) + 4
Reorder the terms:
24 + 5x = 3(-2 + x) + 4
24 + 5x = (-2 * 3 + x * 3) + 4
24 + 5x = (-6 + 3x) + 4
Reorder the terms:
24 + 5x = -6 + 4 + 3x
Combine like terms: -6 + 4 = -2
24 + 5x = -2 + 3x
Solving
24 + 5x = -2 + 3x
Solving for variable 'x'.
Move all terms containing x to the left, all other terms to the right.
Add '-3x' to each side of the equation.
24 + 5x + -3x = -2 + 3x + -3x
Combine like terms: 5x + -3x = 2x
24 + 2x = -2 + 3x + -3x
Combine like terms: 3x + -3x = 0
24 + 2x = -2 + 0
24 + 2x = -2
Add '-24' to each side of the equation.
24 + -24 + 2x = -2 + -24
Combine like terms: 24 + -24 = 0
0 + 2x = -2 + -24

5 [x+3] + 9 = 3[x-2] + 4
5x + 15 + 9 = 3x - 6 + 4
5x + 24 = 3x - 2
take the similar terms on 1 side( & always try to keep the 'x'term positive)
5x -3x = -2 -24
2x = - 26
x = -26/2
so x = -13
therefore the correct soln is option (d).

a. Use distribution on both sides >
5(x) + 5(3) + 9 = 3(x) - 3(2) + 4
5x + 15 + 9 = 3x - 6 + 4
First: combine "like" terms >
5x + 24 = 3x - 2
Sec: solve for "x" and keep it on one side (left) > subtract 24 from both sides:
5x + 24 - 24 = 3x - 2 - 24
5x = 3x - 26
Third: subtract 3x from both sides >
5x = 3x - 26
5x - 3x = 3x - 3x - 26
2x = -26
Fourth: divide both sides by 2 >
2x/2 = -26/2
x = -13

On both sides, first distribute.
5x + 5(3) + 9 = 3x - 3(2) + 4
5x + 15 + 9 = 3x - 6 + 4
5x + 24 = 3x - 2
Now you want to isolate the 'x', so subtract 3x from both sides.
5x + 24 - 3x = -2
2x + 24 = -2
2x = -26
x = -13
The answer is D.
Hope that helps!
