In two words: you can't. Disney pays a lot of money to writers, directors, producers, and casting people to come up with ideas and plots for their shows.

If you really feel you have ideas to offers, you can write a spec script, get a legitimate agent, ask that agent submit the script to Disney, hope that the people at Disney read it, and possibly pick it up.

If "Hannah Montana" were a junior high school play, you might stand a chance of having the script read, or even of being considered for a role (and there are more hoops there you'd have to jump through), but in the real world of show business, it just won't happen.

Granted, "Hannah Montana" has crap production values, piss-poor writing, and non-existent "acting," but even with all that, it's a product of a major Hollywood studio, and as long as there are legions of excellent writers and actors who are unemployed, the odds of an unknown pitching a character to the producers and playing that character are so close to non-existent as to be impossible.

Sorry to smash your dream, but it just ain't gonna happen.

Why not? There's nothing wrong in trying. Go directly to the movie /television studio. Befriend anybody especially the influential personnel , say the scriptwriter, the actors, extras. Tell them your intention in a friendly and convingcing manner, that you want to try the movie plus your idea of a character.
