90% of the compression of a 2 stroke engine is from the piston. get a new one. you really should get that particular cylinder bored and use an oversized. they are balanced so it doesn't put the engine out of balance.

Why a used one? Any used one you find will be from a motor that someone has scrapped for one reason or another, most likely from a major failure.

Outboards run HARD, thats their "thing", lightweight, high rpm's, a used outboard is usually toast, unless it is like 3yrs old or less.
