Probably a very bored housewife, who's husband had impotency problems.............

Although I think this is a more likely answer:

'George Taylor's steam powered vibrators were perhaps the first patented mechanical vibrating devices made to stimulate female patients. The first electromechanical vibrator was designed in 1880 by a British physician, Joseph Mortimer Granville. Although his model more closely resembled what we think of as a vibrator, Granville did not support the use of vibrating devices for inducing female orgasm. He intended it to be used to massage male skeletal muscles. However, the technology proved adaptable, as the millions of women who have used massagers know.'

it was created by doctros to cure hysteria.

hysteria is actuall PTSD. at the time they believed the uterus wasn't attacted inside the body and floated around and that drove women crazy. naturally if one of your organs inin your hand one day and your shoulder the next, you might act a little strange.
somehow it was believed that during coitus and prgnancy it settled, so they made the vibrator to pull the uterus back in its place

You have some plausible answers already as to who invented it. Do you really have to ask, "why?"????? Shouldn't it be obvious?
