When did he start and what was going on at the time.
It could be fire engines or some loud noise, dogs don't like that because they have really sinsitive ears.
OR
He could be injured or just plain scared of something.
If he continues to howl and for no reason that you know, take him to a vet, maybe he/she can him/her/it.

if you're chihuahua is a girl.... she needs to breed....
but if he's male.... he can smell someone nearby in heat..... its breeding time for them when they does that sound!!!!
