i mean water as "steam" although "steam" is water gas that has cooled in ait and turned to a liquid that looks smokey. so what i mean is that if you heat water until it turns to water gas, and run electricity throught it would it separate faster than if it were still a liquid.

As a liquid since that would conduct the electrical charge better.

Liquid water is required for the liberated gases (hydrogen and oxygen) to be captured as gases themselves.
