anything service oriented is usually very needed in communties....in Kingman, Arizona....they have a high senior citizen population...so I would think of things the seniors need....like a shuttle service to the Dr....or a ride to the hair salon (older women love to get their hair done)....or to shop for them...it's hard for many seniors....just think of things they need....I would research the city you are talking about...and see what the need is...you could even go to city hall and ask
