That's a bad idea for two main reasons:
1. You're giving weapons to convicted criminals. Now, although they may have not commited violent crimes before, what's to stop them from shooting their escort and just leaving Iraq and heading off to say, Saudi Arabia or something?
2. Why would someone who didn't commit a violent crime in the first place want to go shoot people who are willing to shoot back? They have no training or anything, they're dead as can be in a combat situation. Even if you rewarded them with less prison time, I doubt many would go. Prison isn't a nice place to be by any means, but at least there they have some security and safety.
