I ran into this EXACT problem myself. Which version of Nero are you using? The 7.0 version has a bug where if you try to make video discs with it---either VCD's or full DVD's---out of different video files, the menu will not let you manipulate (or even create a cursor) to get around the menu on the disc you created. Since it was a bug present even in 7.0, as well as the 7.0.1.4 patch, I would assume it was in the earlier versions before 7, as well.
I know this because I ran into it myself, after a lengthy encoding/decoding, menu creating, and burn process on SEVERAL files I was trying to put on Disc--it was frustrating considering the time and discs I wasted, to say the least. I havent tried their latest patch to see if it will work, I think theyre at version 7.0.5.7 or something like that, and it does mention something about the bug. Whether it will totally work to eliminate that bug, I have not tried yet.
So, you can either get the latest version and try again, or use another program to do the encoding/decoding part (like Tmpeg) and then just do the burn part with Nero. If you decide to try again by using the latest patch & it fixes the problem, please share the info & let us know!
***EDIT/UPDATE: By 7.5 do you mean the latest update they have available(7.0.5.7)? If so, and after patching with that it still wont make the menu properly, I have two other ideas:
1) First, my friend who was making some DVD's with different TV episodes on them noticed something about the menu problem: When he makes a Disc from video files that are the SAME (all .avi's for example), the menu comes out fine. When he makes Discs from video files that are DIFFERENT (two files are .avi's, one is .mpg, one is windows video .wmv, etc), that is when the problem surfaces and the menu wont work. So what he did was first used something like the Tmpeg program to encode/convert the video files into the same kind of files beforehand, then just burned the video files (which are now all the same kind after converting them) with Nero.
2) If that doesnt sound like something you want to do---the extra step of converting the files all into the same format first---then you can try Roxio or something similar. The only problem with those, is that I still keep hearing about the old bug of Audio/Video going out of sync still being a problem with those programs, whereas in Nero that has been solved....just leaving this "menu" bug left as a pain. Most vcds dont hav any menus u just put in and play unless its a slide show..anyway u first create the menus by using nero and check that u changed the tab thingy to vcd and not dvd. then u make a background then the menus then u add vedios. then burn thats it.. i use nero express for it both vcds, music cds and dvds.
ther are other software but i rather not say cause they r trials.

I use Nero too and have only been able to get it to burn cd's and video dvd's. i tried as well to make a vcd and it didnt work.

reckoning on the version and style of Nero you have, a million. launch Nero StartSmart 2. opt for "DVD" from the dropdown (cd/dvd) 3. pass your mouse over the "photograph and Video" menu icon 4. opt for "Make your very own DVD-Video" 5. upload suitable video documents, create chapters, etc 6. opt for menu stuff 7. Create it

your using Nero burning rom what version is it nero has been proven to have bugs in it and if u want a program like that just google it or look on yahoo for it
