I'm going to assume that you mean that these the measures of the two different angles of a parallelogram.

Therefore the sum of the two angles must be 180:

4a + 10 + 7a + 7 = 180
11a + 17 = 180
11a = 163
a = 14.8

So one angle is 4(14.8) + 10 = 69.3, and the other is 7(14.8) + 7 = 110.7
