I want to put a forum on my site so people can chat.

Hey Dude,
Forums and Chat are two different things.
If you really want a forum, I would suggest that you download joomla. It is a GREAT free piece of software. Otherwise, you have to install some sort of NNTP software on whatever server you want.
There are a bunch of java programs out there for chat.

It depends what your making your site with. I only know how to do it on freewebs and moonfruit.
