I would call a lawyer and file a complaint. Get a video camera and start recording every conversatioin. Or get a voice camera thing. Tell the landlord if he wants to talk to you he needs to leave you a note and ask that you come in the office. Is the landlord the owners of the apt? You could go above him. There is nothing wrong with flushing your toilet. and living on the top floor of course there going to hear you walk. There stupid to move on the lower floor.

One thing is you need to get a copy of your states tenants' rights. I believe there is a section about landlords harassing you and what you can do about it. You can look this up online as well. I would say that some of this borders stalking and would really bother me.
Check your lease. Does it say anywhere on there you are only allowed to flush the toilet so many times a day (and if they can hear it downstairs maybe the landlord needs to fix the pluming)? Does it say anything about how loud you may or may not walk? Does it say you can't open your windows. Honestly they can't say much unless it's above and beyond levels that would be considered disturbing the peace.
I would also suggest maybe contacting a lawyer to go over your tenants' right with you. If you have to contact the police because the harassment gets too much your landlord can't bully you around as easily.
Good luck to both you and your girls.
Edit: Landlord can evict you because you fails to pay rent, “Breaches” (breaks) the lease, commits what’s called “waste” (damages the place), or has given the landlord any other "good cause" to evict, but the tenant may also provide any evidence that the landlord wants to evict the tenant in retaliation for some action of the tenant, such as complaining regarding housing discrimination. They cannot evict you because you have contacted the police. You first should try and work it out with the landlord though.

i know just what you're going through. i used to live over an old retired couple who had nothing better to do than watch my every move and complain about everything i did.
they had a list that looked something like this:
june 12th 1985
6:03 took shower for 8 minutes 36 seconds.
3:38 pm came home with strange girl.
4:00 pm ran water for 15 seconds.
5:23 pm was visited by 4 friends. two male two female.
7:53 pm flushed toilet.
8:30 pm friends leave.
and they would send this list to the landlord's office and the landlord would confront me about it.
so what i did (and you should too) is i got the lease and asked him where it says i can't run water or have guests over. then i told him that if this harassment doesn't stop, i would call the housing authority plus hire a lawyer to issue the tenents a "cease and desist" order or else we'd go to court.
the landlord was shell shocked into silence and told me he'd speak to the old couple and i had no problems after that.

I think you would be wise to move. Why he is stopping by everyday to tell you of a complaint is beyond me. We have rental property and would never do this. He is harassing you but he also owns the property so any complaint that you make to the police would in turn cause him to have you evicted. I would not live under this pressure. I would be afraid that he might have another motive. We have the housing authority that helps people find a place to rent that is affordable. Check like the first answer where they suggested that you check out the sites on the laws of renting but you best option would be to find a place and then put in a notice that you are moving. Like I said I would question his intent.

just respond yadda yaddda yadda to him!!! He is just an oldfart himself & has no idea how to be a landlord. OR....Play their game tell the landlord that you get stinking fumes from their efferdent. they screw too loud. The fashion police have been over cuz the old guys pants are up to his chest.Meals on wheels has been bringing dog food to them.Your kids want to ask why they put their teeth in their drink. The visiting nurses left dirty diapers in your trash can.You can't even hear your own phone ring when the old lady needs to change the screaching battery in her hearing aid!!!! SeriousLY He shouldn't be comming to your job. Ask a police officer about that and tell him u don't think u can handle fighting old decreped people complaining but don't want an ugly court battle for moving out nor do u want an eviction.

From the point you are born to the point you die, you are alone.I know this is cliche, but think about it for a second.Think about life as a road.On this road, you meet people who hang around you for a while and they go away.Until you die, this repeats. So get used to being alone and learn how to have fun alone.Be self-centered.Every other person is just there to amuse you for a while. So if you are sad someone has dumped you or doesn't want to talk to you anymore, think of it as if their time is over.If somebody consciously tries to bring you down though, go and shut their mouths.Don't let them get popular off of you.Good day.

Contact the local Landloard Tenant Association in your city. They will help you find the help you need to deal with this harrassment. Make sure you document events in case you need to obtain legal assistance or file a complaint.
