Bear with me, I haven't played that in a while. If that's the town I'm thinking of (the one that floats on water, down South), then you just have to make your way far South of the village with the eight Gym Badge (name escapes me), then start west. Keep checking your map to make sure you're going the right way.
I could be wrong, but give it a shot.

start from the city where the 8th gym was! surf south than west and you will be there
