unlock the sterring wheel and go under the hood and try to turn the shaft whith your hands, if that moves you need a steering geer box, if it doesnt, check all of your tie rods, try to shake them and see if any of the ends move around, if they do replace the tie rod ends.

Ok do this. First have the linkage checked. It can be the tierod ends and or the stearing linkage.
Since it is that old there is a way of tighting the steering box. Her is how.
Look where the shaft enters the steering box.
On top of this box is a nut and a screw.
Loosing the nut and screw the screw down. Then tighten the nut TIGHT
It will help the linkage, but if there is anything else that it will not help.

Check all tie rods, ball joints and relay rod for looseness. The steering box also has an adjustment screw. Do not attempt to do any of the repairs unless you know what you are doing.

Check to see if the box is secured to the frame as the frames would crack around the box, if okay get yourself a rebuilt box. Be sure to check all the tierods, pitman arm, center link and ball joints, idler arm too, first.

steering gear, also called gear box, steering box, steering unit.
the box thats bolted to the drivers side frame rail.
a little play could be just tie rod ends but that much should be the gear.

check for a cracked frame near the steering box mount, very dangerous :(
