Looks to me like some jerk running a port scanner, trying to see if you are running file and printer sharing in Windows.

The IP belongs to the state of Rhode Island, according to ARIN.net.

If you have logs of this attempt, I would send them to casperw@doa.state.ri.us

It's probably an IP address, maybe a hacker or someone trying to hijack your computer. You should download a firewall such as ZoneAlarm which will block incoming connections.
