My Electric company is raising rates by almost 50% Who is also having this happen to them?

Here in Southern California the local electric utility over the summer asked the CPUC (Cal. Public Utilities Commission) to postpone raising rates. It was thought that rates would truly skyrocket, However, not all rates went up. The way the local utility bills for residential usage is on a tier system. The baseline amount on your electric bill is the bottom tier and is billed at a minimal amount, and the amounts are set by the CPUC. The baseline amount is only a small percentage of your bill. What i guess is suppose to be the bare essential usage if you didn't have a big screen tv, fish tank, AC units running most of the day, power stereo systems extra fridge in the garage,you know, stuff that really isn't essential. In its simplest terms the more you use, the more the billing rate goes up. It's an incentive to conserve energy. So if you stay below X amount of kWhs, and not get to the next tier of billing you'll save alot more. Not everyone knows or understands the concept, but it sure has me turning lights off and switching to flourescent lighting. The fish tank is next to go. I had heard that the cost of fuel drives up the cost of generating electricity. Makes sense to me.

my rates are capped. I live in Canada.
