I'm going to Mexico. Can I spend this coin for its face value of 200 pesos?

That would be 200 old pesos. In January 1993, Mexico remonetized and 1000 old pesos became 1 peso nuevo. I believe that all coins denominated in old pesos are no longer legal tender. Since 200 old pesos is 20 centavos in current pesos, your coin is worth more than face value as a collectible.

P.S. There were two different types of 1985 200 peso coins - one for the 175th anniversary of independence, and one for the 75th anniversary of the Mexican Revolution.
