The last thing I want is for the hairs to grow back like stubble. I know that the hair will grow back if i wax, so won't it be more noticeable than my naturally-thin hairs right now?

With plucking or waxing the hairs will eventually grow back much thinner and perhaps even stop growing altogether.

Do it all the time, it's perfectly fine. If you don't want to do it get one of the nail salons that does waxing to do it. Should do it about once every 2 months.

you could wax but it's really sore. [at least, that's what everyone says] there's also the option of bleaching, which doesn't remove the hairs, but makes them less noticeable.

no waxing is good for it actually takes longer to come back and eventually starts to fade, i've never had it done, nor do i need to but ive heard it hurts like hell, make sure you can take pain before you try it.
