I’ve heard of “Shadow Government” in several different contexts. I’ll address some of these since I’m not sure which you are referring.

Some believe the definition of a Shadow Government is a government secretly ran by others such as big corporations. The CEOs, CFOs and board members of large corporations make up various committees which make recommendations to Congress and the President. Since these are influential people that they have a vested interest in the committee they are serving on, they tend influence the majority of public policy. For example (1): Committee members who decide Energy policies are composed of people who work for energy companies (Enron, Shell, Duke Energy and Exelon). These committee members advise the government on what to do concerning energy reform. Obviously there is a conflict of interest because they want the government to do as little as possible on passing any type of energy reform bills.

Another type of Shadow Government is a secret government which remains behind the scenes and takes control of the government if an event causes the current government to not be able to operate. One example (2) is if a coup d'etat takes place. When the current government is overthrown, the Shadow Government is ready and takes control of high level government positions. A different example (3) is a secret government which takes over in the event of an emergency.

Yet another type of Shadow Government is a Conspiracy theory that big corporations are running the government and trying to bring most of the economy’s assets and revenues under the control of just a few people. They (Conspiracy Theorists) believe this is causing the failure of smaller companies (4).

Concerning example 1, the only way I know of how to prevent this is to elect these officials out of office. The problem is that politicians need these corporate donations to help offset the huge expense of electoral campaigns.

Concerning example 2, coups have always been a threat to every political regime. Many times a coup is what’s needed to get a country on the right track.

Concerning example 3, the US has many contingency plans in place in the event of a disaster strong enough to disrupt the functioning of the government: Continuity of Operations Plan, Continuity of Government and the presidential line of succession. With this example I would hope that citizens would not interrupt their operations. In the event of a national disaster, the quicker the government gets back into action, the quicker the country can recover.

Concerning example 4, the only way to beat this is through exposure, awareness and protests. This type of Shadow Government is a favorite theme for many books and movies.

Cons LOVE the shadow govt. They want Bush to read their email, listen to their phone convo's and probably have Bush put a recorder in their bedroom. After all, how else can Bush defend them against bin Laden?

Just exposing them is probably good enough. Unfortunately Americans have very short memories and we're not taught American history in school anymore.

keep posting the facts, the only thing the American people have heard is our liberal gov, position and that is only what they wanted the people to hear so of course hearing only one thing they naturally believe it , but, with the advent of the Internet a lot of people are getting wise to them, so keep posting facts I think the people Will wake up, I hope

Gosh, I fear that's a tough one. I don't think there are enough informed people to do any good...if there was...we could march on the White House...for all the good it would do.

by watching for those canidates that live out those dramatic real-life scenarios with photo-ops present, and voting for whoever runs against them.
