is there like a hair shop you can make or a cheat code or something? when they were born they look ugly and i wanted to fix their hair and makeup.... is that bossible?

When the child reaches toddler years, you can hold the child then click on the mirror. It says change so-and-so's appearance. Click on it, and you are able to change their hair. You can't put makeup on a toddler, but when they become a child, they can wear makeup as far as I know. If you want to change their clothes, you have to go to the store, and buy clothes for them.
