If you want to meet a big celebrity them go to hollywood premiers or award shows. You could also visit studios outside of hollywood, many of the studios in hollywood are very private and won't let people stand around. If you go to small towns where tv's shows are filmed, or on location shoots for movies you can meet celebrities. I went to Wilmington, NC last year and met the cast of One Tree Hill. Celebrities outside of hollywood and nyc are much more likely to go up to you.

If you wish merely to "see" one, then go to Hollywood. If you wish to actually meet and talk with one, then perhaps it would be best for you to go to New York. After the plays, they come out the stage door and are usually wonderful. They will sign autographs and talk to you about the show. It just depends on which one you wish to meet, also. Some of them are quite protective of their privacy and will disappoint you if you think you can walk up and say "hi" to him/her. I have seen a couple and watched a few of them act like complete monsters even to children.
