This is going to make you sad. You will always have a dynamic IP address, whenever you turn on your modem, it is randomly assigned an IP address by a server. The good news is, it won't change on ya randomly. If you keep your modem on, it'll only change every couple of months.
Of course, there is a way to have a static IP address... you only need to buy it.

Generally, you are assigned a new IP address each time you connect to the internet. That means if you have a high speed, "always on" connection (cable, dsl, etc.) your IP is static, i.e. it does not change. If you use a dial-up service your IP is dynamic, it changes all the time.

Go to:
Control Panel > Network Connections.
Then right click on your internet connection and click on properties.
After you go to properties another window will pop up with tabs at the top. Stay on the 'General' tab and in the scroll box where its says "This connection uses the following items", scroll to find Internet Protocol (TCP/IP). Single click on that, then click the Properties button that shows up.
A new window will show up and you will have two choices: Obtain an IP address automatically OR Use the following IP address.
If it is Obtain an IP address automatically, then it is dynamic, and vise versa.

normally we have static IP for local networking. For static IP on internet, you will need a dedicated line for just only yourself. For dial up and broadband service, ISP (Internet Service Provider) assign dynamic IP to user each time they log in or out.

There isn't a way to tell. Generally you have to request a static IP for servers, like web, email, FTP, .... and an ISP will charge extra but you never know. Call your ISP.
Don't logout. Its only assigned on connection.
