I would recommend the Grayline Bus that goes from the airport to downtown. It's $17 roundtrip, which is the cheapest you'll find other than the Metro buses. Here's the link:

The Metro does make regular runs from SeaTac to downtown. Its about 10 miles from the Airport to downtown; with stops along the bus tunnel route. Check Metro bus' website for details and current schedule info:

On another note (off the topic):
If visiting Washington in late 2008-2009, the new Sound Transit Light Rail link will provide direct service to/from SeaTac airport to downtown (and all parts along the Puget Sound). It's currently under construction right now.

I don't think you can take the train, but here's Seattle's transportation page with some other ways to get from the airport to downtown: http://www.seattle.gov/html/visitor/directions.htm

I've taken the Metro bus from SeaTac to downtown (well, to Eastlake, actually), and it wasn't a bad trip. You can just plug in your times here:

The best bet now is Shuttle Express. This is a van service, which is similar to a taxicab but they haul several passengers at a time so the fare is cheaper. They leave from the parking garage; there is a booth where you sign up. A rail facility is being built but will not be ready for a few years yet.

If it's late evening...I'd do the cab ride, rental car, or limo rental. You can do a limo fairly cheaply...but no the train doesn't connect and the light rail isn't there yet. So auto is the only way to go...
