Yeah, if they are over a certain age, say 6 or seven, They know right from wrong. I do not see the difference between a child capable of understanding and an adult.

First of all don't use words like correct, this is a naive way at looking at issues. Secondly, if you think there are states in the US that execute minors you better hit those book hard because no state executes minors.
The Supreme Court found it unconstitutional a few years ago. The name of the case is Roper v. Simmons I suggest you read it if you want a legal aspect to your report. Morally, that depends on your philosophy there is the idea of retribution and justice, doing what's in the best interest of society, issues of whether minors are as culpable as adults and so on. Do a search for the Roper case, it discusses most of these issues and is the best place to start. Good luck.

Additional Info: Your reading of these cases is wrong or out of date. Under Roper, killers who were under 18 when they committed their crimes can NEVER be executed. Read the case before you start your project.

The United Nations has called for the elimination of capital punishment for children.

Only a handful of countries such as the United States, China, Iran, Iraq, and Libya still have capital punishment. It's nice to know we have such enlightened company, isn't it?

There is a theory about punishments.
It could be preventive, exemplary, deterrent, compensatory, etc...
Each case is unique.. that is why the judge has to spell out his reasons for awarding such punishments.

It is possibly right if the minor knows right from wrong.
A child should know right from wrong at the age of 12 at least

No. I don't think that it is right. Although some children commit horrendous crimes, they are still children. They are not lost causes. They still have the opportunity to change and become law abiding citizens as they grow older as long as they are given the chance to grow older.

Sure it is right. Being a minor doesn't excuse you from guilt. I was a minor and I never commited a capital crime.
