Yes. Many require that you present a current background check. I am a police officer, and they required me to do it when I moved to where I am living now.

If the complex feels that your past charge could make the community uncomfortable, they can deny you.
If the charge is rather silly, and they deny you, then just kindly tell them you will take your business elsewhere..

Maybe not in public housing but a private owner can do pretty much as he or she choses. They can always say that they chose another applicant without telling you why.

yes it is, that is why they do background checks. They can have many rules and regulations and a criminal history can be one.
